LEMA consists of 64 members from the Sheriff’s Department management ranks. These managers consist of Lieutenants and Captains, who supervise and manage bureaus and divisions within the department. The Captains are all “Division Commanders” of a specific division. Each Captain has a Lieutenant who is classified as the “Assistant Commander” of the division.
Some Lieutenants are “Bureau Commanders” while many are “Watch Commanders” overseeing the different watches in the jails and in patrol. A few Lieutenants work in specialty assignments and administrative roles. Each of these Lieutenants work closely with the Division Commanders to ensure the management requirements are met.
Both the Captains and Lieutenants oversee the budgets of their respective divisions or bureaus by monitoring spending and managing resources. They are all responsible for handling personnel issues and ensuring the smooth operation of their assigned divisions.
In the case of a critical incident, such as officer involved shootings, major catastrophe and barricaded wanted felons, the Watch Commander may act as the Incident Commander, completely in charge of bringing the incident to a successful resolution. A different Lieutenant, known as the Tactical Commander during a critical incident, is in charge of the SWAT team operations.
The close working relationships between Commanders and Lieutenants is what allows our organization to run smoothly and efficiently.
